LifeLine is available to eligible households that participate in select government programs.  Benefits are limited to one per household and are nontransferable. Other rules and restrictions apply, and Lifeline offerings vary by State. Customers receiving free service must make a call, send a text, or use mobile data at least once every 30 days to avoid deenrollment from the program. (GO 153 Section 5.7)

Unlike a traditional wireline phone, a wireless handset may be removed from the home. By removing a wireless cell phone from a residence that does not have other phone services, residents may not have a way to make 911 calls during an emergency. Also, wireless service may experience interruptions due to weather conditions, terrain, or gaps in service coverage. (GO 153 Appendix A-2)
